A few more discoveries:

1.  /bin/machine has to be made and installed before pascal/pdx
will make

2.  /usr/man expects some new directories: cat8/vax, cat8/tahoe,
cat.old

3.  Installing refer, it seems to want a directory /usr/root.
Will have to investigate what this is all about.
