At least in Eunice 4.3 (you didn't mention which version you're running), some of the entries are designated according to a combination of logical assignments in the DCL environment and data in a file, /etc/eunice/dev.com . Info about configuring the ghost /dev is in section 4.5 of the Eunice 4.3 Administrators manual. I also seem to recall some specific discussion about dealing with the entries (and "directory"), but don't recall where...
