I think Apple's policy is that you can get free copies of Apple System
Software (Apple II or Mac) by bringing in an original system disk to
your favorite dealer.  The dealer will copy the software onto your
disks for free.  If you want a new set of manuals and documentation as
well, you must purchase those for a small amount.
