I have just noticed a problem with news article lock files (/tmp/L<artid>)
hanging around. Someone happened to notice that news had started spewing out
"Article locked" messages. What might be happening here? Multiple inews runs?

I suspect we weren't having this symptom before because inews explicitly
creates the files in /tmp, and I was doing the unpacking on another machine.
So it was creating the files in //xds15/tmp and whatever else was looking
at the files (expire?) was looking at //xds13/tmp.
