In most European countries, the phone systems are typical different than those in the US. In many countries, modems made for the US phone system are illegal. Also, in many European countries, the US manufacturers don't have representation. I worked on a project in which the requirement from our customer was to install a single vendor solution in 13 European countries. We could not find one vendor that was able to market their products in all 13 countries.
