The 9600 bps standard has been set for quite a while. It's the V.32 standard
and modems are available from Codex, UDS, Concord, NEC and others.  NEC's
latest offering does not cost much more than the proprietary modems.

V.32 is 9600 *full duplex*.  It is not compatible with any of the proprietary
half-duplex or slow speed reverse channel modems.
