The only person that needs the Compact utility is the person uploading the
file or writing the original program.  There is no need to un-compact, it's
just a utility that alters the file into a format that's more compact but that
is still directly (and more quickly) loadable by the GS/OS or P16 loaders. 
It's not at all analagous to BLU but is more like an adjunct to the linker.
