Yes, it does! I saw an DA MacTalker by James Joaquin on The Best of UpTime (the Disk Monthly by MacWorld) that does what you want: MacTalker Desk Accessory - Your Macintosh can talk! Just use MacTalker to have the Macintosh read text you typed or whatever you copy to the clipboard.
