This a bug report regarding FTPing bison from prep.ai.mit.edu.

Using FTP in binary mode from our VMS Vax I was able to get the Emacs and Make
compressed tar files. When I tried to get bison.tar.Z it could not find the
file. A "dir" command on FTP showed the file being there.  Three times I
could not "get" the file.

I am running VMS FTP 3.0. The two sucessful transfers and the three failed
attempts occured in one secession. It states the "File not acessable". I
tried to reconnect twice more and will able to get on could not get the
file.
