A function I miss from PDP-10 Emacs is Up/Down Comment Line

(before moving up or down a line it would remove an empty comment from
the current line!)

Also I recall ^R Indent for Comment with an argument would align the
comments (if any) associated with the next N lines.

Both were great aids when cleaning up code typed in using inferior
editors!
