Chances are that it is the responsibility of the individual site to make sure that minors don't have access to the potentially problematic boards. At this point, it's clear that they do, especially from sites like Portal. And it's worth while to keep in mind that freedom of speech for political speech is not an absolute right. A right is absolute only to the degree that it is not infringed upon, and it has been infringed upon many, many times. (The whole issue, for example, of labelling some films "propoganda.")
