That's easy.  Admins get busy, quit, or go on vacation.  Hardware dies.
New circumstances reveal latent software problems.  Etc, ad nauseum.

Problems may arise and persist without the admin's knowledge.  In the
absence of foreknowledge, the maps will never be accurate.
