it is a widely help belief that uucp mail employs source routing and
relative addressing.  the trouble with rerouting is that it violates
both these assumptions.

i don't have a problem with rerouting per se, but i would expect the
rerouter to be able to prove that the route transformation preserves
correctness.  the method employed by rutgers precludes such a proof.
