Actually, you wouldn't have had to...according to the documentation for the Enhancer software (AmigaDOS V1.2), a keymap already exists for the Dvorak keyboard...usa2. You'll find it referred to on page 17, and a quick reference to my original Workbench 1.2 disk reveals it's presence there. So the Amiga, as it comes from the dealer, can Dvorak without a lot of trouble.
