I use twm for my window manager (was 3.2, just started using 4.0, the
latter is a bit buggy, but it's getting better) and in both versions,
if I try to lower an icon, the function is just ignored.

By placing some hooks in the code, I see that the XLowerWindow
function is actually being called, but the icon happily stays on
top of everything.  Is there a reasonable explanation for this?
