First, that's an unfair categorization of the purpose of the rec. and talk. groups. rec.arts.books, for example, hardly falls into this category. It would be unfair were I to categorize the comp. groups as useless based upon the crap in comp.unix.wizards, while ignoring the RISK Forum and the interesting comp.theory.* sub-sub- hierarchy.
