Why not use the "portable archiver" from HP that was posted to the net
a while ago.  It's freeware, very simple, consists of just a few pages
of portable C source, and it's compatible with the 4bsd "ar" program.

On top of that, the archives of text files are themselves text files and
are human readable.   It's silly to ARC text.
