Because uunet lists hplabs as a terminal domain.  They list a lot of Internet
sites this way.  Technically, it is ok for them to send mail directly to
hplabs (i.e. uucp->internet->internet), but it is illegal to send it over
the internet if the final destination is off of it (i.e. uucp->internet->
internet->uucp).
