As I understand it, what you've described is a local mailing list exploder.
You don't need a new protocol to do that, just a local redistribution
point in your local alias file (on UNIX machines anyway).

There is also another alternative: USENET news. Quite a few of the
Internet mailing lists have newsgroup counterparts.
