Final and Draft ISO standards are ordered solely from ANSI's International
Sales Department:

Include in the order the title and the number of the ISO standard, also
provide *separate* orders for draft and published standards.  You can
call 212.354.3300 (ask for the International Sales Department) and check
on how much they cost because unless you are a regular corporate customer
they generally require up-front remittance.

In the case of the standards you are asking about (8859-1, 8859-5) they
would run about $15-$18 each.  The former is published, the latter is
still a draft (but is due to be published in the next few months).
