The rumor seems consistent with an earlier report that, by the end of '89, Apple will offer a color Macintosh specifically tailored to the needs of the K-12 market. Apple II emulation software for the Mac already exists, and there is no reason why a Mac can't read 3.5 inch ProDOS disks. Making a Mac (especially one with a 68020 CPU) which can run IIgs software would only require adding the additional instructions available to the 65816 to the existing 6502 emulations - doesn't seem implausible; if Apple doesn't do it, I'd expect some 3rd party vendor to market the emulation anyway.
