Here's a possible solution: Post to comp.archives a request for archive sites to carry MicroEMACS. I'm sure that you'll get some responses. When you send it to them, post to comp.archives a list of sites where you sent it. You could also then post a pointer message in other groups that says that you have released it and it is available on those various archive sites. If you'd really like to make my job easier, look up the first two articles I posted: <115@twwells.uucp> and <116@twwells.uucp>. These contain information on the database format I will be using.
