I got several unreachable code warnings, but the test cases all seem to work. It's possible that the guy who packaged/ported STevie to the PC (I can't remember his name, but whoever he is THANKS!! :-)) massaged the regexp package a bit so that it would compile. I can send you his modified version if it will help. However, I think it's more likely that you got a corrupt package somehow (maybe in between your DOS machine and your *nix machine?)
