Instead of DESCRIBE.TXT how about archivename.INF ?  This serves the
purpose of indicatings it's an "information" file.  It also serves
another very useful purpose - giving the original name of the
distributed archive, which is very useful in cases where the person who
uploaded the file mistyped or misnamed it.  It also helps for those
files which come from CIS where their operating system limits the name
to SIX.THREE instead of the usual EIGHT.THREE characters.
