Look in the page setup dialog at the entry "Restart numbering." If this is clicked numbering restarts at 1 at the beginning of each unit clicked in the "Footnotes at" entry above it. That is, if you have footnotes at each page, they are restarted at 1 on each page, and the same for sections. If you unclick it, they will be numbered consecutively in consecutive pages or sections.
