OK, here's a simple question.  Do CDEVs like Vaccine work when they are
installed on a hard disk that has no Control Panel installed?

Since Vaccine's icon shows up at boot time, I assume that it's running.  But
with no Control Panel present I can't double check.  I'd rather not install
it, either, 'cause it's just another thing for our Mac lab users to fool
around with and cause me headaches!
