Any decent looseleaf scheme (and I urge the adoption of one) has a sort of
hierarchical numbering, so that page numbers do NOT become obsolete.  Now,
that might muck up an already purchased cross-reference on its first being
imlemented -- but then you should be able to get an update for such a one-
time change from a decent commercial supplier.
