99.99% chance that such cdev's will work without the Control Panel,
provided they have INIT resources in them. You just won't be able to
configure them. If you are short of space, you could probably
delete the cdev, mach, nrct resources also, but be careful. This will
make it smaller, but the control panel will not be able to access it forever.
