Regarding developing/becoming a developer for the NeXT system,
can NeXT be approached now by a developer wanting to create both
hardware and software for it? Or is this all going to be handled by
NeXT Inc. internally for a while?

I'd be very interested in becoming the equivalent of an Apple
"Certified Developer" if there's any analogue at NeXT.
