This is absolutely uncalled for.  Can I read?  It looks that way -- I'm
answering you, right?  Yes, the vote failed.  The steps I described, however,
are not binding on the collective "we" -- see the word "probably" in the
text you quoted?  Whuzzamattuh, can't you READ?
