In the UK things are fairly deregulated. You may use non-PTT equipment but I am not sure if there is a program similar to FCC registration in effect. My company uses Codex v.32's. In Germany, you have no alternative to PTT equipment. At the last check (a few months ago), the highest speed available from the Bundespost was v.22bis. However, a PTT v.32 modem is expected Real Soon Now. I am not sure about France, but I believe the situation is similar to Germany. Note that it is probably not a good idea to simply ship domestic US modems overseas and connect them. In most cases, the AC power differs, for starters.
