Are you asking about Group 4 fax?  I have never heard of "fourth
generation" fax, and I work in the area of fax standards (CCITT SG VIII) on
occasion.  Group 4 fax standards are published in the 1988 CCITT T-series
Recommendations.  The low layer standards (layers 1-3) are covered in T.90.
The upper layers are covered in T.5 and others.
