It's one of a series of 30 or 40-odd technical notes covering Transputers and occam; you should be able to get a hold of them by pinning your local Inmos rep into a corner and uttering suitable threats. If you can't get a full set, at least get number 17 on performance maximisation by Phil Atkin - my copy is getting distinctly dog-eared.
