In Gnu Emacs 18.50.3 under Spix (System V) on a Bull SPS-7 (68020):

Call "man" a number of times (about eight).  You will eventually get
 "Opening process input file: too many open files: /dev/null"
At this point, you can no longer do anything with files....
Presumably someone's forgetting to close a file handle.
