More specifically, why do the system administrators not only refuse to
take responsibility for the systems under their control, but try to
lock the user out of the information (s)he needs to take care of 
his/her own!

MAKE comp.security on OPEN discussion group!  Let the users care for their
own, since "those on high" will not / can not!

(It's amazing how many "users" here need an extended explaination on
the permissives!  Simple, yet reasonable.)
