Might I suggest the Software Tools Group's text archive format? It's designed for ghastly IBM-style machines with all the limitations of card images, and can be unpacked by hand pretty easily (just look for lines beginning with -h-). I have a copy of the program in ratfor somewhere, and a 'C' conversion would be pretty easy.
