You all have provided useful advises. The problem turned out to be trivial. I have an AT IO card installed in my AT which has already used port 1 and 2 for mouse and other things and yet I tried only those two ports for my modem. It was not until a few hours ago did I realise this and tried port 3. Not surprisingly at all, it works well right now. I would like to thank all of you who offered me valuable information.
