Discrimination on the ground of national origin, for example, might consist of excluding American citizens of Polish descent. It makes sense, however, for publicly-funded organizations to not subsidize foreign citizens, since the taxpayers presumably would not support that. (I'm opposed to taxes anyway, but that's a separable issue.)
