A foreign national will always be discriminated against in lots of ways; for example, many campus jobs will be denied for reasons totally outside the university's control, e.g. "national defense" reasons or because INS hasn't issued the appropriate work permits. Note that UC also discriminates against US citizens from Illinois - tuition is much higher. -- _ _ _ David A.
