Subject: Help: describe-function doesn't work

The commands  "describe-function"  and  "describe-variable"
do not work on my system.  There is a file called "DOC-18.47.2",
but the command "emacs-version" returns 18.51.1.
Is there a built in function update and/or create the DOC file?
Any ideas or suggestions?
