The protocol does not contain commands to flow control the link between the server and the terminal, nor does it contain commands to change the state of the flow control flag in the server. Finally, there is no utility to allow the host to change the state of the flag via some other channel (there is such a utility for the DECServer 500 but you would need to be on your System Administrators trusted list before you could use it). Sorry, you are going to have to get used to "set flow enaable/disable" at the local prompt.
