Oberon is an experimental system and is currently not intended for
distribution.  For an official statement you'll have to ask ETH, of
course, but I'm pretty sure you will get exactly this answer.

The standard source license fee for software developed at ETH is 
US$ 1000; this is probably what you will have to pay once it becomes
available.
