Why? It should be possible to skip the +Bcc-header when writing the message out, but still include the +Bcc recipients in the envelope to the delivery program. This is how it was in earlier versions of ELM, i.e. ELM 2.1 did not change ELM wrt bcc. I developed the change in ELM so that bcc's could be used regardless of the mailing agent. As I understand it, we ELM developers were chartered with producing our version of ELM as only bug fixes - no enhancements.
