This is an unofficial domain name that CSNET sites used to identify themselves at one time. The typical rule for this would send any mail so addressed to CSNET-RELAY.ARPA or RELAY.CS.NET. RELAY.CS.NET has been bouncing mail addressed in that manner for some time now, with deprecatory note about it.
