It was posted to comp.sources.misc a while back, it's called JetRoff.  I
have not used it with Xenix but can't think of any reason why it would not
work.  It's shareware and is a postprocessor troff->HP LJ.  If you lack troff
itself then take a look ar Elan.  The troff you got with Xenix will work
OK but you lack a couple of the DWB 2.0 tools, pic and grap as I recall.
