Not surprisingly, everyone goes through this with their new Telebit. 
Here's the settings I use in dialTBIT.c for my (dumb) Digiboard COM/8 board:

(MDSETUP1) "AT&FE0F1M0Q4V1X3S0=1S2=043S11=50S45=0S48=0S50=0S51=255S52=2S95=2\r"

Recompile and run "dialTBIT -z" to reset the CMOS.
