I agree with Bob that the right thing is to get the draft out as it
is.  However the public review operates,  and I would like Bob to clarify
the mechanism,  there will be a lot of editorial cleaning up to do
afterwards.  I would regard the clarification of "outer rectangle" as being
in this class.
