It would seem natural to be able to specify the control translation also. Perhaps, but it can't be done with xmodmap. The shift vs unshifted distinction can involve looking at different elements of the keysym matrix associated with the keyboard (the one that xmodmap frobs), but the meaning of control has no interaction with this matrix.
