When I tried to build emacs with X11 menu support, the compilation of
xmenu.c failed, unable to find /usr/include/X11/XMenu.h.  The X11
version 3 release notes mention that the XMenu library has been
removed and that applications that need menus should use a toolkit
instead.  Is there a newer (than 18.52) emacs that does this?
