You can get the X.V11R2 port of the old X10 XMenu library from giza.cis.ohio-state.edu:pub/X.V11R3/contrib/oldXMenu.tar.Z. It's not the One True Way, but it will at least keep your menu-happy users more content until the toolkit menus are hooked in.
